The avengers at one point in time all became orphaned. Nick fury seeing the potential of these young kids decided to put them all in the living area of stark tower and let them grow up as a kind of family.
Now all of them are teenagers, or at least close to being teenagers, Natasha was the only pre teen left and she was a month away from her 13th.
